    The Minority Development Fund has been established to provide infrastructure facilities in minority areas as per their demands and to promote economic/educational development. Under this scheme, a provision has been made for the allocation of Rs. 4.00 crore every year. In the financial year 2022-23, an amount of Rs. 5.00 crore has been allocated primarily for the construction of toilets, clean drinking water, furniture, and boundary walls for Eidgahs in Madrasas, among other related purposes.

    Benefits under the schemes

    According to the Indian Constitution, minorities are primarily of two types: first, religious minorities, and second, linguistic minorities. In Uttarakhand, religious minorities primarily include the Muslim, Sikh, Christian, Buddhist, and Jain communities. Linguistic minorities primarily include Urdu-speaking, Bengali-speaking, and Punjabi-speaking communities. According to the 2001 census, the population of religious minorities in the state is approximately 15.4% of the total population. For the overall development of this community, the PMJVK(Pradhan Mantri Jan Vikas Karyakram) formerly known as multi-sectoral development plan (M.S.D.P.) is being implemented by the Government of India in the districts of Haridwar and Udham Singh Nagar. However, some important development programs are not covered under the guidelines of this scheme, and the remaining districts of the state, apart from these two, cannot be included under the scheme. Therefore, the state government, under the Minority Welfare Department, has established the “Minority Development Fund” with an initial amount of Rs. 4.00 crore.

    Eligibility for the said benefit

    • Although various schemes are being implemented by different departments, the benefits of departmental schemes are not reaching minority areas/villages due to critical gaps. To address these critical gaps in such areas, various schemes will be developed.
    • Schemes that are not covered under the guidelines of the PMJVK but are extremely necessary for the benefit of minorities will also be included in this plan.
    • For infrastructure development in the state’s madrasas and other minority institutions, those institutions that are deprived of the Government of India’s IDMI scheme for any reason will receive assistance from the state government up to a maximum limit of Rs. 20.00 lakh (non-recurring). Of this amount, 75% will be borne by the state government and 25% will be borne by the institution itself.
    • Madrasas in the state that are covered under the Government of India’s Madrasa Modernization Scheme but are not receiving honorarium for computer teachers from the Government of India will be provided honorarium for computer teachers at the rates of the Government of India.

    In addition to the above, proposals received through the Directorate concerning the development of minorities, based on the demands of minorities, will be considered by the committee on the basis of merits and demerits, and appropriate decisions will be taken.

    How To Apply

    First, the Madrasa Manager/Principal/Institution submits the appropriate proposals for material and infrastructure development to the concerned District Minority Welfare Officer/District Social Welfare Officer.

    The concerned District Minority Welfare Officer/District Social Welfare Officer prepares the proposals and sends them to the Directorate of Minority Welfare.

    Accordingly, the justified proposals received at the district level are compiled and forwarded to the government.

    At the government level, the submitted proposals are approved, and for effective implementation, evaluation, and monitoring, an Executive Committee has been formed under the chairmanship of the Principal Secretary/Secretary, Minority Welfare Department, Government of Uttarakhand. Financial approval is granted after the recommendations of the formed committee.
